Consumers may find such a packaged product superior due to convenience. Seeing this, the US govt may not want to jeopardize its national champion. Moreover, the government may figure out that it will not be able to use anti trust to actually offset the effects of the market based 'bandwagons' in mass markets for desktop software that have hitherto have underpinned Microsoft's market power.
