Bush, dumb?

Right. George Will made the point that the same tactics were used by Adlai Stevenson and Jimmy Carter against Ike and Reagan, to disastrous effect.

In this context, 'dumb' bespeaks elitism. More accurate would be intellectually dishonest and lazy, but in this case that would be the pot calling the kettle black.
