IRS Abuse

Just had a wicked encounter with an IRS agent -- threats, nastiness, yelling -- over the back taxes I owe (and concede owing). Now, several weeks ago I had a much more constructive and peaceful discussion with another IRS agent as we searched for ways to pay off my debt. Problem is, when you call, you don't know who you're gonna get. So, my question --my plea -- is: Do taxpayers who acknowledge their debt and are working to pay it off have any rights regarding treatment by the IRS? Weren't there hearings about the abuse I received today, and wasn't the IRS supposed to stop this? Can I go to my congressperson, or do I need a lawyer on top of an accountant? Any info either here or to me personally would be much appreciated.
