You can do that, as well as many other things, such as getting divorced, or
filing for a bankruptcy. There is a fairly large library of do-it-yourself
legal books (e.g. the Nolo Press). In many states you can also file a
"small claim" case (up to a certain limit) that does not require any
professional assistance.
Oftentimes, people are too lazy or functionally illiterate to do their
homework, relying instead on paid professionals, but that is an althogether
different issue.
