No, it's not a problem with translation. This speech actually came out quite a while back in Italian and the translation is accurate. (The original italian can be found on http://www.sherwood.it )

In a more recent interview than this speech (the interview I translated) Negri gets asked about the advent of the Euro (along with a bunch of other questions) but does not answer directly the question about the Euro. I dont know what he thinks about the EU, but let's be clear on one thing. Negri is not advocating some type of supranational social democracy.
