Just a follow up on aspects of how the Axis of Lucre works to 'get to the green'.

I hear a huge sucking noise. I think it's the sound of growth in IT productivity and cost-effectiveness at the federal gov't.

Management and Budget (OMB) is upholding the tenets of the Clinger-Cohen Act of 1996. The budget and performance integration initiative outlined in President Bush's management agenda reinforces this performance-based budget orientation. Thus, federal program management is quickly moving into a new era. In FY2003, IT projects that do not have a solid business case by October 2002 will be subject to strict spending controls or may not receive funding.

Welcome to the world of results-based procurement. OMB recently targeted 1,000 major IT projects worth $18B that needed business cases in order for agencies to receive proper funding. As of June 2002, approximately $9B in major IT projects remain on an "At Risk List" still trying to make the business case for FY2003.

To make better IT investments, OMB plans to eliminate or consolidate programs that overlap with the Bush administration's 24 e-government initiatives. With the revisions to OMB Circular A-11, performance metrics are also becoming central to the federal IT capital planning and investment control process. Program managers and business developers will need to understand how to construct winning business cases to receive IT investment capital to meet the business goals of both government and industry.
