On Wed, 16 Oct 2002, Stephanie Luce, of The Center for Popular Economics, was quoted as saying

Is that true? I thought the same drive to cut costs was leading to more of them getting outsourced to overseas. New York City's overdue traffic tickets are now being handled in Ghana.
