"Definitive survey"? My working principle on statistical sex surveys is that they should all be taken with a pound or two of salt. Most people either don't want to talk about their sex lives at all with strangers, or boast to a ridiculous degree. As far as I can tell, the only way to really be sure you know exactly what people's sex lives are like is to hide in the closet and look through the keyhole.
I have no idea whatsoever how many sex partners Americans have on average, but I wouldn't be surprised if it were more than 2. In any case, amount of sexual activity is not necessarily correlated with total number of partners.
