Liberals don't defend civil liberties -- or any other component of liberal democracy -- in a time of crisis. Left to liberals alone, we would have no civil liberties, not to mention liberal democracy. Crucially with regard to such cases as Rwanda and Yugoslavia, liberals even prefer the imperial right of intervention in the name of human rights to the principles of democracy ("the rule of many") and republicanism ("self-government of an independent people").
