If you are a monk/nun and take formal vows -- yes. But for other people it is encouraged, but not mandatory. Practicing celibacy is a form of mindfulness training -- like watching what you eat, drink, speak, etc. If everyone was celibate it wopuild not be very good for Buddhists since a human rebirth is the most advantageous platform to practice mindfulness from.
The basic concept is always to act with mindfulness and compassion in your actions.
