Yes, his first one (back in '92 or '93 I believe), which was syndicated, got clobbered in the ratings. But his HBO show has done quite well, where ratings aren't as important. He's also won a few Emmys, not that that means anything.
Miller's always been like this, even when he was a "liberal" (more libertarian, actually, though that might be generous). To borrow from Umberto Eco, Miller creates a series of surfaces to give the illusion of depth.
