Turbulo was stating a welfare state must be a capitalist one; s/he wasn't talking about the degree of private or socialized ownership involved.
Obviously Sweden and the US are both very different in many ways wrt ownership, but they're both still capitalist states (neither state is declaring for the proles, to put it very messily).
