I don't think it's particularly hard to imagine circumstances in which a
relatively benevolent occupying power would have to deal with the problem of
insurgency.  Suppose that the Germans had internalized Nazi norms to such a
degree that they were willing to fight for fascism even after the state had
collapsed.
