appears to be a news outlet of the government of the
Chechen Republic.

kidnappings of people 

Chechen citizens are mostly concerned over kidnappings
of people and corruption in payments of compensations
for lost housing, a source in the Chechen presidential
committee on constitutional rights of people told
Itar-Tass. 

“More than 4.3 thousand people the majority of whom
are concerned over just these problems applied in the
committee from the beginning of January till September
this year,” the source emphasized. 

The problems raised by Chechen citizens were discussed
at a conference on human rights protection in the
republic in September. All conference partakers were
unanimous in the conclusion that an effective system
to search for kidnapped people and combating
corruption in payments of compensations for lost
housing should be formed in Chechnya with the help of
the federal centre in order to overcome these negative
phenomena. 

According to information of the Chechen prosecutor’s
office 561 people were on the list of kidnapped people
and 419 embezzlement cases were opened in 2003.
Seventy people were freed. 

As many as 258 people and 94 got missing since the
beginning of this year. This information was cited at
the scientific conference on the problem of human
rights in Chechnya in Grozny on September 24.
