How do you square this with it also being the dress of at least some well done anime heroines? That remark about the parasols and jewelled scepters really reminded me of the character Sakura from Card Captors. And both she and the teen heroine of Inuyasha wear the "schoolgirl uniform." They're both strong characters. And that bit about the movie, "Kamikaze Girls" sort of put me in mind of some of the characters (all female) from Bubblegum Crisis: at least one is "kiddy feminine" who has a friendship with the "bad girl" of the team (don't recall the names off hand).
