It makes sense.  EU, especially the Scandinavians,  is eager to invest in
environment-friendly technologies in Russia and their timber and related
industries have already been stung by Western consumer boycott.  They have
more to gain from shutting some of their most polluting dinosaurs (which
already struggle financially) than from keeping them on life support: new
Western technologies and investments, eco-tourism and an improved public
image.
