i just recently ran across a study linking the run up in CA's housing costs to prop 13 . first, cities have every incentive to limit residential construction and substitute commerical, primarily retail, development because it requires less public services and sales taxes are just more lucrative - what we planners call the "fiscalization of land use." additionally, infrastructure is now financed significantly through development impact fees rather that general tax levies.
