I think there's also a problem with the "puppet government" concept. Any government containing former anti-US warlords has a trump card -- they can always go back to being anti-US warlords if they perceive that to be their advantage. That gives the US only a modicum of control over them. There is no loyalty. It's a bit like the situation in Chechnya, where the Kremlin has to accomodate itself to the demands of the Chechen security force, most of whom are -- former rebels! And could easily go back to doing it again.
