I think people who say "most inmates" when speaking of drug offenses are probably referring to breakdowns of increases in prison population, That's why I posted the stat from the Bureau of Justice Statistics about drug offenders representing the largest source of jail population growth between '96 and 2002.
Regardless, there *is* a substantial prison population called "low level drug offenders". Low level can be loosely translated as non-violent.

I'm not so sure. You said in your first post that people don't go to prison for drug possession, only drug dealing. Pointing out that this is not true is not changing the subject.
