Not entirely - it masks the complicity, active or passive, of the junior partners in the enterprise. This makes for a nice free rider problem, where Euros (and Canadians, and Japanese) get to complain about all those awful Americans, while enjoying the fruits of imperialism themselves. Witness the fascinating wailing in Europe about "extraordinary rendition" by the CIA. Turns out there was some cooperation from German and Italian intelligence.
