I think Noonan's a clown.  Her writing reminds me of the famous line of the 
long-ago Virginia politician known as John Randolph of Roanoke, who referred 
to the meretriciousness of an opponent as resembling "a rotting mackerel by 
moonlight:  It shines and it stinks."
