As opposed to HMOs, PPOs, or private hospitals -- they're not bureaucracies. They have offices, cubicles, bizarre hierarchies, irrational rules, long lines, arbitrary practices, Kafka-esque procedures, impenetrable maze-like buildings, endless red tape, mountains of paperwork, reams of forms to fill out to do anything -- but they're for profit, so they're not bureaucracies.
Wait a second -- aren't the Pentagon, the CIA, the Department of Homeland Security _also_ bureaucracies that are easily gamed by sneaky terrorists?
No, you idiot, "bureaucracy" is not a term that applies to the military, law enforcement, or intelligence agencies.
