As opposed to HMOs, PPOs, or private hospitals -- they're not bureaucracies. They have offices, cubicles, bizarre hierarchies, irrational rules, long lines, arbitrary practices, Kafka-esque procedures, impenetrable maze-like buildings, endless red tape, mountains of paperwork, reams of forms to fill out to do anything -- but they're for profit, so they're not bureaucracies.

Wait a second -- aren't the Pentagon, the CIA, the Department of Homeland Security _also_ bureaucracies that are easily gamed by sneaky terrorists?

No, you idiot, "bureaucracy" is not a term that applies to the military, law enforcement, or intelligence agencies. It only applies to government agencies that provide public services and not to ones that kill, torture, kidnap, or imprison people, don't you know anything? You must be a raghead terrorsymp yourself!
