My alternative? The best solution: the General Fund. Every politician hates it, but I think that if you can't convince people who pay taxes that they need something, you aren't doing your job. And of course it adds fuel to my request that we only have one kind of tax, a progressive income tax.

Okay, that addresses the funding question but the plan was designed - we're told - to kill two birds: lack of money for transportation improvements *and* heavy use of autos within 'congestion zones'.

Carbon output reduction (an expected by-product) was equally weighted with revenue enhancement, no? At least, this is how the plan was discussed by some.

How can NYC accomplish the plan's carbon trimming objectives without congestion pricing?
