If so, feel free to revisit the point when Malcolm Smith has promised to send it to the governor's desk on day one, or at least bothered to lift a finger supporting it. Until then, Bruno's position is somewhat less than scandalous.
As for 1199, perhaps their army of pointy-headed political analysts feels that pushing for another minimum wage increase a little over a year after the last one would be unfeasible? Given the inaction by EVERY SINGLE SENATOR, including some real crazies, it would be hard to disagree.
