[WS:] Correct. That why it is more ueful to frame it in terms of socio-political identity groups, such as fundamentalists, NRA members, petit bourgeoisie etc. that can be found in almost any kind of locality.
However, statistically speaking, Palin fans and Repug supporters in general are more likely to be found in the "sticks" and "podunks" than in large urban centers (as evidenced for example by electoral maps http://www.cscs.umich.edu/~crshalizi/election/ )- hence the generalization.
