I suspect this bad culture works the same way, actually: those who socialize socialize for their own reasons, and many parents (whose reasons are the particular atomistic welfare of their own children) have learned through hard knocks that atavistic behavior is the best survival technique for the individual. Maybe some American cultural individualism is the result of a division of labor where more socialization occurs through the immediate family than in other societies.
