[WS:] Try Civicus Civil Society Index http://www.civicus.org/new/media/ICSI%20paper.pdf. Their methodology is based on polling civil society activists in a wide variety of countries.
And one piece of personal advice from somebody who is doing this stuff for a living - avoid blanket statements about NGOs in "global south" - and "global south" in general. They tend to be heavy on ideology and thin on verifiable empirical data.
