"Never" is the right answer _at this time_. Efforts to 'win' the police are fatuous.
Only under pre-revolutionary conditons does winning over the repressive forces become necessary. And even then, probably not the professional police but citizen military forcesd. And one cannot plan that in advance or even think out the particular condtions under which it might happen.
Now we just reach those who can be reached because of prior sympathy with our position and involve them in struggle.
