The key piont about teacher qualitiy is taht for every bad teacher there
are at least two assholes in the superindtendant's office who won't fire
the bad teacher but fire the best one for insuboridination, then hire
two more bad teachers.

When someone can guaranteee saints and geniuses doing the hiring and
firing, then there mightr be an excuse for dropping tneure.
