I think the idea is in a warfare situation, after a blast the main concern is contamination, particularly ingesting or inhaling material with alpha emitters that dump all their energy into the surrounding tissue. The purpose of NBC suits, Tyvek bunny suits and respirators is to prevent that, but as Fernando notes they do little against the "hard" radiation of a reactor core or an uncovered fuel rod pool. For that you need distance or (with caveats) mass.
