This kind of policy has kept any number of student organizations at Michigan State from organizing any number of non-drinking activities for themselves because they can't afford the university-mandated and overtime-paid police detail... and yet the administration is constantly disciplining the students for their drinking, of course. This all came out in my sociology capstone course immediately following the second of the student "riots" after a loss to Duke in the NCAA tournament in '99.
