The French rail operator SNCF told the California High- Speed Rail Authority that it could cut $30 billion off the project’s $68 billion estimated price tag.

Not surprised. This is exactly why we need central planning and state employees (engineers, architects, the technocracy) to support such projects.

The reason the French and Spanish can do it cheaper is because they have that level of civil service.
