I don't think the unemployment rate in France is nuanced; it's just a look into the future. Leading the numbers is very high youth unemployment, due to demographic shifts. The manufacturing sector is not growing, and thus sheds jobs due to global margin pressures and "productivity" increases.

Unemployment is just the flip side of productivity.
