[lbo-talk] Why High French Unemployment Rate?

So being discouraged is not subjective? It does not depend how respondents feel about their prospect of finding a job? It seems obvious that unemployment rate depends in part on that subjective feeling since those who are discouraged don't count as unemployed, no?
